Surigao del Norte, pilot center on Forecast-Based Financing in the Philippines
In order to close the gap between disaster risk reduction and relief, the International Red Cross of Germany and Finland has chosen the province of Surigao del Norte ably headed by Gov. Robert Lyndon S. Barbers as the pilot center on the Early Action Protocol: Shelter Strengthening Installation program.
According to Marilou Talingting, Surigao del Norte Chapter Administrator of the Philippine Red Cross, our beloved province is blessed to be the recipient of German Humanitarian Assistance.
In light of the recent catastrophe and supertyphoon Odette, a two-day Installation Training was conducted at RSY, this city, from August 18 to 19, this year, with actual fieldwork in Brgy. Punta Bilar, in order to activate the cash for work and crosscutting initiative.
Among those who took part were carpenters, engineers and municipal disaster risk reduction and management officers.
Shelter Strengthening primarily centers on how to mitigate the impact of strong winds through the instatement of cash-for work in most at-risk areas. Prepositioning covers roofing and walling items beside ensuring successful early action in collaboration with concerned authorities and representatives from government line agencies.
Also explained were the timely mechanism on how to properly identify truck suppliers for reaching the barangays, inventory of qualified beneficiaries, strong coordination with LGUs, and pre-positioning of IEC materials to be distributed correspondingly to affected families.
Each carpenter received P500 daily stipend. (Glen Platil)
