By virtue of Republic Act No. 7160, otherwise known as the Local Government Code of the Philippines, the appointment of a Provincial Planning and Development Coordinator is made mandatory. Thus, the creation of the Provincial Planning and Development Office.
Under the said law, the Provincial Planning and Development Coordinator shall take charge of the Provincial Planning and Development Office and shall exercise powers and perform tne functions and duties as prescribed, and as may be prescribed by law.
Further, the office serves as the think tank of the Province’s development.
The Planning and Development Office is one of the offices under direct supervision of the Provincial Governor.
It is the Province’s vision that every Surigaonon be God-centered, empowered and globally competitive, prosperous and resilient who shall be living in a peaceful province with sustainably managed resources and well-developed infrastructure system, continually inspired by ethical and responsive leadership. Thus, the Office shall ensure the effective and efficient planning and delivery of services in the areas of Health, Education and Environment, Agriculture and Aquaculture, Livelihood and Security and Social Welfare. Further, The Provincial Planning and Development Office exists to prepare and formulate socio-economic and other development plans in order to attain the vision, mission and goal of the province of Surigao del Norte:
Coordinate the preparation of all sectoral development programs and activities undertaken by the different sectors/agencies;
Formulate integrated economic, social, physical and other development plans and policies; Produce accurate and comprehensive database which will support socio-economic studies and researches;
Monitor and evaluate the implementation of different development programs, projects and activities in accordance with the approved plans of the Province; and
Provide fast and reliable administrative services and maintain a clean office conducive to working.
Provincial Planning and Development is a task to formulate development plans and ensure that plan implementation achieves the goals of the provincial government. In the performance of our mandate, we shall be guided by the principles of public and private partnership so that greater people participation in the development process be achieved.
Guided by our faith in God and by an ethical and responsive leadership, our hallmarks as a development institution shall be founded on unity and solidarity. And on the integrity, professionalism and excellence of each and every staff.
We shall be transparent in all our actions and continue to adhere to the highest tenets of public ethics. For ours is a caring institution, responsive to the needs of every member, while working for the welfare of all…with this motto: “ An Surigaonon Labaw sa Tanan”.
To summarize, the PPDO’s mission statement is as follows:
“To serve the Provincial Government and its instrumentalities through adequate coordination and appropriate technical assistance on accurate, need-based and relevant planning, programming, information and research which will fully contribute to the sustainable socio-economic development of the province.”
The mission statement focuses on the two services provided by the Office which are Coordination and Technical Assistance
To formulate medium-term Provincial Development Physical Framework Plan (PDPFP) and Annual Investment Plan (AIP) of the province.
To conduct research studies for use in development planning.
To actively participate in the proper monitoring and evaluation of implemented development plans, programs, projects, and activities.
To analyze the income and expenditure pattern, and formulate and recommend fiscal plans and policies for consideration of the Finance Committee of the province.
To analyze the utilization of the Provincial Development Fund.
To provide technical assistance to LGUs on development planning.
To provide technical support to the local development council and other committees concerned.
To prepare plans/programs under the Provincial Development Fund and monitor the implementation of the same.
To prepare and consolidate annual accomplishment reports of the different offices of the province.
To prepare provincial database economic, social development administration and finance for information, planning and decision making.
To prepare plans/programs and implement projects as may be assigned to the office.
To maintain and update the geographical information system of the province.
The PPDO is tasked to be the Province’s center of essential resources providing dynamic blueprints of developers with significant update information. And as enumerated under Republic Act No. 7160, the Office through the Provincial Planning and Coordinator shall.
Formulate integrated economic, social, physical, and other development plans and policies for consideration of the local government development council;
Conduct continuing studies, researches and training programs necessary to evolve plans and programs for implementation;
Integrate and coordinate all sectoral plans and studies undertaken by the different functional groups or agencies;
Monitor and evaluate PPAs, department’s and LGUs performance
Prepare comprehensive and other development plans
Formulate and recommend fiscal plans and policies
Promote people participation
Provide secretariat support to Provincial Development Council/LSB
Exercise such other powers and perform such other functions and duties as may be prescribed by law or ordinance.
